Plan to Add Toll Lanes to Mopac
If you don't know already, there is a plan in place to add toll lanes to Mopac. Here's the link to the TxDOT site describing the plan.

I am not from Austin but I have family there and I use Mopac everytime I visit. I don't think they need toll lanes. I am from Oklahoma and if it goes anything like it does here. Its a waste of time and money because the roads still suck here and there is nothing being done to fix them in a timely manner.
