The Austin City Council will consider a resolution this week that could lead to new strategies for reducing waste from non-biodegradable, petroleum-based plastic bags by stores located in the city. Sponsored by City Council Member Lee Leffingwell, City Council Member Mike Martinez and Mayor Will Wynn, the resolution directs city management to analyze and recommend strategies for addressing the environmental impacts of hundreds of thousands of plastic bags that are discarded in Austin each year.

This is a waste of time. The difference between paper or plastic is nominal. The use of paper bags may be more biodegradable, but the creation of paper bags uses a great deal more energy and water (per bag) than plastics. If the city really wanted to make an impact they would push a program promoting re-usable canvass bags. Ever since we started using canvass bags, we have 1/10th the number of bags (plastic or paper) in the house.
